Idi Amin: “The Jovial Monster”

My question: How come that inspite of Idi Amin’s brutality and mass-murder (of over half a million people by one account), a country of Saudi Arabia’s stature can provide him sanctuary for almost four decades (and can continue to do so) without being called out by anyone on the face of the earth?!?
